01 What do you understand by Governance and its principles and which mode of Governance is important for Institutional Development? Explain with logical and authentic reasons.
02 Why Local Government System is important in the multi-level Governance in Pakistan. Is there a shift towards Local Governance system all over the world? Highlight the key challenges and way forward for an effective Local Government System in the country.
03 Professor Woodrow Wilson argues that Bureaucracy is a professional cadre, devoid of allegiances to politics. Keeping in view the above argument, define the norms of current bureaucratic setup in Pakistan and suggest remedial measures to depoliticize the system.

(B) Discuss the Organizational Structure of NCST.
08 (A) Discuss the salient features of National Health Policy 2009 of Pakistan.
(B) In the context of Governance and Accountability, discuss the positive results of “People’s Primary Healthcare Initiative” scheme.
