Rules for Competitive Examination (CSS) 2022 MCQ Based Preliminary Test (MPT)

NOTIFICATION

Islamabad, the 27th November, 2021.

S.R.O. No. 1516(I)/2021.– In exercise of the powers conferred by sections 7A and 10 of the Federal Public Service Commission Ordinance, 1977 (XLV of 1977), the Chairman of the Federal Public Service Commission, with the approval of the Federal Government, is pleased to direct that the following amendments shall be made in the CSS-Competitive Examination Rules, 2019, namely:-

In the aforesaid Rules,-

(1) in rule 2,–

(i) in clause (f), the word “and”, at the end, shall be omitted; and

(ii) in clause (g), after the semi colon at the end, the word “and” shall be added and thereafter the following new clause shall be added, namely:–

“(h) “Preliminary Test” means the “multiple choice questions (MCQ) based Preliminary Test (MPT)” designed to be held for the purpose of short listing candidates for the written examination under these rules;”;

(2) in rule3,–

(i) in sub-rule (2), for clauses (a), (b), (c) and (d), the following shall be substituted, namely:-

“(a) Preliminary Test;
(b) written examination;
(c) medical examination;
(d) psychological assessment; and
(e) viva voce.”;

(ii) in sub-rule (3), for the words “Written examination”, the words “Preliminary Test and written examination” shall be substituted; and

(iii) in sub-rule (4), for the words “Written examination”, the words
“Preliminary Test” and written examination” shall be substituted;

(3) in rule-4, for the words “Written examination’s”, the words “Preliminary Test and written examination” shall be substituted;

(4) after rule 10, the following new rule shall be inserted, namely:-

“10A. Preliminary test (MPT).- (1) Preliminary Test shall be held to shortlist candidates for written examination.

(2) Preliminary Test shall be of two hundred minutes duration, comprising one paper based on MCQs of two hundred marks, on the topics mentioned in Appendix-III and syllabus as set out in Annexure-C.

(3) Preliminary Test shall be conducted annually before written examination on the date as the Commission may decide.

(4) Validity of Preliminary Test shall only be for the same year of competitive examination.

(5) Qualifying threshold of the Preliminary Test shall be 33% marks.

(6) Subject to rule 6, there shall be no limit on number of attempts to appear in the Preliminary Test.

(7) Candidate seeking admission to the Preliminary Test must apply online for registration upto closing date announced by the Commission. The application received manually or after the closing date shall not be entertained.

(8) For Preliminary Test no hard copy of the documents is required to be submitted.

(9) Candidate shall pay fee for Preliminary Test as set out in Appendix-II. The original treasury receipt should be handed over to the supervisory staff in the examination hall at the time of appearing in Preliminary Test.

(10) Intimation about schedule and centers for Preliminary Test may only be obtained from Commission’s website. No separate intimation shall be sent through post. Candidates may download and print admission certificate from Commission’s online system. Entry to the examination hall shall not be allowed without original CNIC, original treasury receipt and admission certificate or as decided by the Commission.

(11) Result of Preliminary Test shall be published on Commission’s website and no separate intimation to individual candidate shall be sent.

(12) In case of large number of applicants for Preliminary Test, the Commission may decide to conduct the test in batches.

(13) Candidates appearing in Preliminary Test must be otherwise eligible to appear in the competitive examination of the relevant year, otherwise their candidature shall be liable to rejection, irrespective of the fact that they appeared in the Preliminary Test or even passed the same.

(14) Any wrong or misstatement given in the online application for Preliminary Test by the candidate may lead to rejection of candidature.

(15) Candidates who have already availed three chances to appear in competitive examinations are not eligible to apply or appear in Preliminary Test.”;

(5) in rule 11,-
(a) in the marginal heading, after the word “the”, the word “written” shall be inserted;
(b) in sub-rule (1), after the word “the”, occurring for the first time, the word “written” shall be inserted;
(c) after sub-rule (1), amended as aforesaid, the following new sub-rule shall be inserted, namely:-
“(1A) Only the candidates whose successfully qualified the
Preliminary Test shall be eligible to appear in written examination for the same year.”;
(d) in sub-rule (12), after the word “the”, occurring for the first time, the word “written” shall be inserted; and
(e) in sub-rule (16), after the word “the”, occurring for the first time, the word “written” shall be inserted;
(6) in Appendix-II, in clause (A), sub-clause (i) shall be re-numbered as sub-clause (ia) of that clause and before sub-clause (ia), re-numbered as aforesaid, the following new sub-clause (i) shall be inserted, namely:-
“(i) Rupees 250 for Preliminary Test.”;
(7) after Appendix-II, amended as aforesaid, the following new Appendix shall be inserted, namely:–

MCQ BASED PRELIMINARY TEST
1 Preliminary Test shall be based on Multiple Choice Questions (MCQs) of 200 marks with subject wise distribution as following:-

(8) after Appendix-III, the following new Annexure-C shall be added, namely:-

Syllabi for the subjects of Preliminary Test

The syllabi for the subjects included in the Preliminary Test are as per existing CSS CE Syllabus of Compulsory subjects (vide Annexure-B). The subjects of Civics & Ethics and Urdu have the following syllabi:

• CIVICS
Definition, Nature & Significance. State & its elements. Organs of State. Fundamental Human Rights. Rights & Obligations of Non-Muslims under the Constitution of Pakistan1973. UN aim & Objectives, main Organs and Agencies.

• ETHICS
Human Values: Role of family, society & educational institutions towards inculcating universal moral values.

Integrity, impartiality & non-partisanship, objectivity, dedication to public service, empathy, tolerance and compassion towards the weaker-sections.

Emotional intelligence-concepts and application in administration/ governance.
